It's neither - chords don't move by intervals. Now, if you're looking at root movement, that's a different story. But it's not really the whole story, because in this context, the term "fifth" refers to the harmonic function, not the interval. For example, in the key of C Major, the chord progression Dm -> G could be notated as ii V. However, the D is the V of G, so functionally the progression is a V -> I progression. Well, more properly v -> I. So the movement is "by fifths" in the sense that the first chord is functionally built on the "fifth scale degree" relative to the target chord, with the "fifth scale degree" resolving to the root.

Neither do pitch classes. C4 to G4 may be a perfect fifth, but C per se to G per se is no interval at all.
This video invites people to be confused by presenting an invalid forced choice, then offers to relieve them of their confusion by exposing it as such. "Which is earlier: 3 o'clock or 9 o'clock? Stop, you're both right!"

Is this a Perfect 5th or a Perfect 4th?
The answer is Yes.
If either side of a Boolean expression 'or' is True, the whole expression is True. If both sides (understandable in this case) are True, the answer is still True.
But I like the way David thinks of it. What is the progression, and in what key? That's how you determine the useful answer.
And I like that the video recognizes that not everyone uses the circle of ____ the same way.
