I own UltraPak Plus 2013 and earlier this year bought BIAB Pro 2023 to get the newest version of the base program. I plan to buy BIAB UltraPak 2024 when it releases later this year.

In the upgrade pricing structure, upgrading from newer versions costs less than upgrading from older versions. Is it based which version of the base program I own, which in my case is 2023. Or is it based on the version of the similar package, which my case is 2013 UltraPak Plus? In other words, can I use Pro 2023 as a basis for upgrading to UltraPak 2024 at the best upgrade pricing?

The upgrades primarily are based on the year of your previously purchased Band-in-a-Box, so you can absolutely go from a Pro to an UltraPAK+. Since you have the 2023 version now, you can choose any PAK along the "Upgrade from 2022/2023" row of the price chart. Or once the 2024 comes out, then it will be "Upgrade from 2023/2024".
